The United Nations reports that Small Arms and Light Weapons (SALW) account for nearly 90% of civilian deaths in modern wars, underscoring how legal markets feed illegal wars.

Causes of Illicit Arms Transfers

1. Major Exporters Outside the ATT: The United States and Russia have not ratified the Arms Trade Treaty (ATT), limiting its global reach. Amnesty International notes that this gap allows continued sales despite human rights concerns.

2. Weak End-User Verification: Arms sold legally often reach militants. For example, The Guardian found that U.S. and British weapons in Yemen ended up with militias linked to al-Qaeda.

3. Corruption: The Global Financial Integrity report called the arms trade “disproportionately vulnerable to corruption.” The Al Yamamah scandal in the UK–Saudi deal saw alleged bribes worth $7.4 billion.

4. Private Brokers and Fraud: According to UNODA, brokers use forged documents to bypass embargoes, while weak legal systems let them operate undetected.
